Suggested Idea for Performance Grading

I like the concept, and the divisions suggested appear quite reasonable now.
Some thoughts and points of interest:
1) Match win-rate criteria : Is this to account for the idea that it is easier to play better when you are losing? i.e getting a good PR rating from losing 10 matches in a row is deemed easier than if you had won 10 in a row.
2) Do we want to account for outliers? Do we remove a player's worst performance and (perhaps) their best before doing the mean? Perhaps we use the median result instead?
3) Do we consider just overall play (the average) or do we also look at how consistent the player's performance was by considering the standard deviation and setting a criteria? Or perhaps a cutoff system where all plays for the match must be within (say) 0.15 of the best according to XG.
