Just a minor point, but Mislav was suggesting that PR 5.0 correspond to the title "International Master", which is a considerably higher bar than achieving a 2200 USCF rating. The requirements for the IM title are complicated and aren't directly Elo-based, but it would be rare for a player with a FIDE rating lower than 2350 to get an IM title, and FIDE ratings tend to be at least 50 points lower than USCF ratings. So I'd say that the bar is at least 200 Elo points higher than you had in mind, perhaps more.
