Overall, I like your idea very much as a way of promoting and awarding skill in the game but I think your limits are way too strict. Compared to chess titles (where you obviously borrowed names from), I don't think "chess master" is equivalent to WORLD CLASS backgammon level (under 5 PR), skill-wise. Also, PR 3,6 player would NOT be a GM according to your limits, which surely has to be wrong, imo. PR 3,6 (long-term) is a monster and true rarity in LIVE play. Certainly worthy of GM title.

My suggested limits would be:

SGM
under 3,0 (requiring 20 matches)

GM
3,0-4,0 (20 matches)

IM
4,0-5,0 (15 matches)

M
5,0-6,0 (10 matches)

CM
6,0-6,5 (10 matches)
