I believe he may be saying the following:

Suppose in a set of matches that player A made a few blunders but got almost every play exactly right and that player B made no blunders at all but made many more small errors. He is thinking that player B should be considered the better player even if the PRs turn out to be the same.

As Dmitry points out elsewhere they will win the same overall so I think the above is a faulty way of looking at the situation.
