"Expert" is used by the US Chess Federation for the sub-master level.

You still have a valid point that in common parlance the distinction between "expert" and "master" is vague. I remember that Andy Soltis once half-jokingly remarked that a player with a USCF rating of 2199 should brag that he or she is "the highest-rated chess expert in the country."
