If we consider the possibility that win-rate over the last 5 years on the USA Tournament Circuit is a far superior measure to actual performance than PR, then your logic holds because you share the same exceptionally high win rate as Neil Kazaross (undoubtedly high Grandmaster level from any perspective of measurement). On the other hand, for most players, maybe 5 years of detailed win-rate data is simply an insufficient sample-size requirement for any practical useful reliability. Perhaps if we looked back at 10 or 15 years acceptable levels of reliability could definitely be obtained, but then we would have a measure of how players played 5-7 years ago rather than now. Moreover, young players would be approaching middle-age before their performance class could be ascertained reliably.
