Although I disagree with XG's assessment of under 7.5 = Expert (it should be more like 6.5 tops), I think Xavier got it about right with the 5.0 WC threshold. I would consider a 4.9 player to be world class in the general sense of the term, even though one can ackowledge that a tiny number of players may play well under that.
