Clock and wrong match length

Incorrect match length comes up, but not very often.

That's also true with many other irregularities. If the USBGF wants to deal with everything, is there a way to do it without bloating the ruleset itself? By analogy, there are seemingly-infinite government regulations that apply to a much shorter body of law.
