Recording the match using a video camera does not slow down the match (discounting the few second at the beginning to turn the camera on). Taking a picture of a position does take time. The idea is to avoid slowing down the match by taking dozens of pictures. If you are playing in a Clocks Preferred match and you want to take pictures, agree to play with a clock.

I do think it can be distracting to take pictures during your opponent's turn, and I'm willing to forgo my right to do so. I think this could be considered rude, regardless of any rules in place.
