My point is that - whether his belief is justified or not - a player might feel a certain baffle box to be inferior to most others; hence, he can require a cup in addition (USBGF Rules) to put him at ease.

All baffle boxes work, in the sense that they tend to randomise a roll, though perfect randomness can theoretically never be achieved. Some baffle boxes may be more effective than others, but ANY baffle box is going to randomise dice from a cup better than if they were rolled straight onto the board.

Of course, if you can rely on your opponent to always shake the dice properly and sufficiently, not look in the cup, not touch them with their hand and so on, then the baffle box may make no real difference to the randomness.
