USBGF Rules Reboot - Cell Phones Legal ?? Why??

I never quite understood why cell phones are allowed to be used at backgammon tournaments ? Aren't cell phones an aid ? Cell phones can have loads of information re: match equity, pip counts,etc. Cell phones have calculators for pip counts, etc; etc. As a university professor, my students aren't allowed to use their cell phones during exams- Midterms, Finals,etc.
Information can be stored about Piaget's stages of cognitive development,Freud's drug use,and,
B.F Skinner's chouette-He's always in the Box-lol.
So, would someone explain why cell phone use is permitted during Backgammon tournaments ?
