Clock and wrong match length

This one needed to be stated here because this specific issue was already covered by a rule in the prior 2-page ABT rule set (2009) and this represented an actual rule change. That said, the 2016 USBGF rule devoted about 3/4 of a page to the topic, whereas it consumed minimal space here. Hopefully we struck a reasonable balance.
