Tom Keith thought it meant even a third option (which I think is all checkers borne off but clock not hit) in addition to my thought that it meant a gin position (defined in one of two possible ways). Your response indicates that no one really knows right now what the rule is and I find that unsatisfactory.

You expect that it will be clarified in the rulings guide but since that is part of the rules just like the 4 pages we could comment on will there also be a public comment period for the ruling guide?
