TD modifications

I had not looked at the Rules Options companion document. I have now read it but my question is still not answered.

"The table below lists the various aspects for which a preference is applicable, the default mode term as defined by the Rules, and the alternative mode option(s) that may be adopted. "

For clocks in skill level 1 preference is the default and obligation (but not option) is listed as optional modes. So does this mean if the rules pass that a tournament such as Cleveland which has used clock use optional will be forced to change its policy in order to remain a USBG tournament?
