Agreed. The rule on breaks was actually a bit unclear in this regard and a clarification on this is in the final draft to be released next.

The goal in crafting this rule was flexibility for the players, while ensuring that the directors still have clear expectations set as to how much time players can take for breaks so that the schedule can be maintained. Players would often take a 1 minute break to get water, or play with their video camera, or a quick phone call without leaving the table and just not call it a break. But they are breaks. If you are not sitting at the board, ready to play, you are on break, no matter how short.

Effectively, the way to think about it is to imagine that there is a break clock that starts at zero at the beginning of the match and credits both players with one second of break reserve time after every 10 seconds of elapsed wall clock time. The break clock is centered during play. When you take a break, your opponent hits your break clock and your reserve time decrements. If the reserve time starts counting negative, you are delaying the match and at risk of penalty points. When you return from break, the clock is centered again. So 2 hours into the match, if you haven't used any break time at all, your break clock will have 12 minutes of reserve. Now the break policy surely wont be enforced so rigidly, but that is the general idea in terms of expectation.
