TD modifications

In Response To: USBGF Rules Reboot - proposal - public comment welcome (Rich Munitz)

Clock use would be preference in usbgf rules for open division. Does that mean a TD who does not use that would not be having a usbgf tourney? If not, what is the point of having it in the usbgf rules?
