I tend to agree with Phil's sentiment here. Language like what Phil proposes might be good to include in the Ruling guide.
There is a practical difference between a short player called break during a match and a long scheduled social break like a dinner break.
In my opinion, nobody should be looking at or discussing backgammon positions during a called break mid-match. Aside from the difficult question of whether or not it could aid in the match, if you want to look at backgammon positions so much, why aren't you back at the board playing your match instead of delaying the tournament? That isn't an option during the dinner break.
It is further my opinion that some people go too far and prioritize looking at and discussing positions between matches over reporting results and starting their next match. Just to be clear - these rules require immediate reporting and start penalty points 10 minutes after your match is over if you have a next opponent - not 10 minutes after you finally get around to reporting your result. So open the laptop at your own risk.
