I guess I said my piece already, but I think that whether "it is the rule" is a matter of interpretation and enforcement. Based on the description given, I would have ruled that the checker is on the bar, and I would have cited "the rules" in support of my decision. Maybe you would ruled have differently. That's fine. We agree that the rule is a bad one. I don't know if we agree that the rule is ambiguous, but it sure seems to be, judging from the disagreement expressed here about what the ruling should have been.
