Just one more argument for Legal Moves

My argument is based on the fact that as TD I'm enforcing a basic rule of Backgammon about hitting. It is clear to me that RKB knew he rolled off the bar (or he would have just hit the clock). That tells me there was an automatic hit, and that is where I am invoking rule 1.1. The tournament rules are bad, and I would not run an event unless it was legal moves - but I'm not going to allow badly written rule take away from my duty as TD regarding fair play in this particular case.

Had there been no forced hit (and an alternate choice) then I would have ruled otherwise.
