Is it legal to play legal moves in a non legal moves tourney?

Back in the early to mid-2000's I was made aware that in the novice division of the ABT two players agreed to play DATW (Double All the Way) to get through the match faster. Obviously, I gather the TD was never made aware of this agreement.

Until that time I had only heard of DATW being used in rated rooms in on-line play. You set the match points to 64 and then you agree to double all the way (every roll each player doubles).

Effectively the players have taken a multi-point match and reduced it to a 1ptr.
