Here is another implication of how the rule is worded. Suppose in 9 point match it is 8 - 8. If there is no rule saying that cubing is not allowed (as there is ABT rules) a player could think on the delay and perhaps get a pipcount, then cube to get the delay back. The rules do not allow this in a one point match though. That would be the Crawford game where the cube is out of play.
